Can we propagate a Serissa from a seed?

A characteristic of "plants" is that they produce seed. However I
have never seen a Serissa flower produce a fruit. It may be the lack of a
pollinator or something else. But, Serissa propagate easily from cuttings so they
is how they are done commercially.
