Frogs are temperature regulated critters. Once it gets cold they slooooooow way
down. They don't eat, they don't breath much and they don't move around - just
like fish.

And don't I need to leave some sludge at the bottom for them to hibernate
in?

I would leave a little but I would also have a hole open in the ice to let the
gasses of decomposition escape.
