Default watering tulip plants in summer?

Hello,

i read some place on the net that one should nto water the tulips in the summer months. is that correct?

"Do Not Water

Do not water tulips during the hot summer months. They are genetically used to hot, dry summers and cool wet springs. If you irrigate them, you may cause them to rot. "

at this point should i just let the petals fall, and then cut the step at the base of the slower or should i cut the flowering stack at the base leaving the leaves to go yellow?
