Can you identify this egg mass around a koi pond?

Anyone know about pond type insects that leave egg masses on
surrounding plants? This mass looks like cellulite tinted orange in
the pictures the lady sent to me. I have pics to send you if you
email me at . I'm not an entomologist and
cannot help her. Thanks in advance.
