When the leaves break off a Java fern plant will they root and make new
plants, or will they just rot if left in the water?

They will root. In fact, that's the way to propagate java fern fast: break off
a leaf and let it float. It will soon form a bunch of baby plants.

Sue, they will form new plants on the leaves, just leave them floating.
