Pardon me if my questions sound really dumb, but who is the designated
moderator for this newsgroup and what powers does he have? ( Not a
criticism of the moderator, but just wondering if there are any real means
of enforcement.)

Uploads such as this one have positively no place or purpose here -- and if
you look at the addresses, you'll see that several other similar groups are
being spammed with this as well. The groups include antique bottles,
antique marketplace, and a few related to fish tanks.

There's talk of government crackdowns on these things, but that's scary --
first the spammers can just move it overseas where they can't be touched,
and second, probably the only thing that will result from government
involvement is a new tax.

Overall this is a great newsgroup, and I enjoy being a part of it. However
if there is anything I can do to help clean it up, I'd be happy to make an
attempt.

Absolutely no one. This is an un-moderated news group. Like most
of the news groups on usenet.

It's no different than stepping in something somebody didn't pick
up after thier dog (horse) left it behind.

There isn't a moderator. Usenet is open to the big wide world.
Moderated groups are usually called something like whatever.moderated.

You could look at the headers, and work out the sender's ISP,
then complain to their abuse department (usually reachable by
abuse@their-isp's-domain) - on two grounds: one, if the group
you are reading has a charter you can complain that they have
broken it, assuming the charter says spam is unwelcome. Two,
you could complain about all the crossposting to irrelevant
newsgroups. You would have to forward a copy of the original
post or else quote the article ID.

It depends on the ISP as to how seriously they take it and
chances are the spammer will start up elsewhere even if his
account is closed, but if it makes you feel better that's
what you can do.

Most ISPs will act, if they get swamped with complaints from
different people. A single report doesn't always do anything, but 50 or
100 people reporting it from different newsgroups will make them act, or
they will have to continue to wade through the complaints.
