Default Need Flowering Plant I.D. please

This plant is flowering now in my brother's yard.
He says it grows like a weed and he has to cut it back hard each year.
He says the leaves are very pungent, thought it was an herb of some sort at
first.
He wants to know if it has "value" or should he dig it all up. I told him
if he was going to dig it all up I would take it.
Could it possibly be bleeding heart? It's not really a foresty type
environment, he lives in Garland, TX

thanks for any help.
