Default why is Ulmus Thomasii not on the endangered species list; no seeds onany trees for the past 5 years

I tried contacting Herariums for Ulmus Thomasii, rock-elm. I am
looking for seeds. The world has none, zip.
The world has not seen a Rock Elm seed for the past
five years, as far as I know of.

So why is this problem not receiving its proper attention
and due diligence? Why has Rock Elm not been placed
on the endangered species list. If the world never has
anymore Ulmus Thomasii seeds, then the species is
going extinct.

One way to save them is to make grafts unto Siberian Elm. Another way
is to make alot of cuttings.

So why have the science journals not blaired the alarm? Why has the
EPA not put Rock Elm on the endangered species list.

What is killing the seeds or making them non-forming?
Is climate change responsible? Is it a beetle or insect that is
preventing seed formation?
