Default Seven Leaf Rose Problem

Regarding query about seven leaves on rose bush. It's always been my understanding that shoots or stems with seven leaves or more should be regarded as "suckers" and should be removed from root level once noticed, as they drain the main plant of vital sap. If left they can turn the rose wild.
