Default Rose question.

All my roses are healthy, but for some reason half of one hardy rose-bush
leafed out and the other half of the same rose bush did not; (no rodent
damage). The bush is about four years old, and the good half is now blooming
quite nicely. There are also new healthy shoots.
What might have caused this to happen?
