Unhappy Non starter

Having purchased two identically named pot grown roses from a reputable supplier I have found that whilst one has flourished beautifully & already has plenty of healthy growth and young buds on it, the other has absolutely no sign of growth at all, it's as if it's in suspended animation? Both re-potted at the same time with good mixture of rose compost, topsoil and bonemeal (as instructed by the grower). Would love to hear opinions.
