Texas persimmon with bump leaves

My Texas persimmon has a problem with bumps on the leaves that result
in the leaves being seriously deformed. My guess is that it's a leaf
gall. The problem has existed for several years and effects almost
all the leaves on the plant. Any thoughts on how to prevent the
problem?
