They might survive, but they won't be happy. Winter temperatures
will be too high, the air will be too dry, and there won't be
enough air circulation.

Lavender is a reasonably hardy plant: grow it in a large pot that
you protect against hard winter freezes.

I'd suggest that you plunge the pots over winter if you have severe frosts.
This will help protect the roots, but ensure the pots aren't left in an area
that gets too wet. They like fairly sharp drainage.

I have a six year old lavender growing outside in the open high up in the
Yorkshire Dales. It thrives.
