Are there any less aggressive systemic insecticides available? I certainly
don't want to massacre the local wildlife. I have 2 problems ... lots of
whitefly on my fuchsias (mostly in a conservatory) ... and an unknown pest
on my Phygelius.

Whitefly and other aphids can usually be cleared with a foliar
application of nettle infusion. At this time of the year you could take
your fuchsias outside for a few days and that often works on indoor
plant pests.

There's an urg FAQ about nettle infusion at:

Wash the leaves with the water you have left over after you have washed
up. Plant lots of tagetes in the greenhouse. Never have any whitefly on
my toms if I have some tagetes dotted in amongst them )))

on my Phygelius.

I think you will find that is a pest which attacks only phygelius. I
have a friend who has actually dug up all phygelius plants simply
because she is fed up with trying to get rid of these pests
