Default Retaining walls and planning permission

Has anyone else ever come up against this or is it just my local
council putting a rather odd twist on the phrase "means of enclosure"



The latter, is my guess, especially as the proposed walls are
less than 1.2m high.

Offer an alternative, such as a flag-on-edge or gabions, if
the officious one will not reconsider. We've used both in conservation
areas in the past, without any problem from the BCOs. Off the top of
me head, I can't recall building a ret. wall in a CA, but I can't see
why it would be a problem.
