They tend to dig down immediately adjacent to the netting, so turn the
buried edge outwards to give an 'L' shape before burying it. Stops
them digging under it.

Quite right, however you can't do that between allotments and you have
to net your own plot as you can't rely on others to ensure it's
secure.
