I believe a lot of tea-bags are reinforced with or even made from a
food-grade plastic - nylon gets mentioned. It may say on the label. Go
for ones made only from filter paper. Unbleached wood pulp should be
OK. It's what I use for filter coffee, and they seem to rot away OK.

Failing that, rip the tea bags open and empty the tea
leaves into your compost bin, then dispose of the
plastic covered paper. It's what I do and doesn't take
that much time.
