Even stranger is that A Current Affair and Today Tonight run identical
stories night after night, week after week. I have concluded that they
must reckon it is in their best interest to continue this way.

It's called "competition". In order to compete, you must try to be as
similar as possible to all competing organisations. The banks do it, as do
commercial television stations, political parties, etc.
