No, most definitely not. CO2 injection raises the concentration of
CO2 in the water, greatly increasing plant growth.

Plants on land are exposed to 300 to 500 ppm CO2. The water in our
aquarium contain around 3ppm without CO2 injection, even with
excellent aeration mixing air into the water.
