Default Canna Tropicanna question(s)

Hi all.
I live in the wonderful area of coastal North San Diego County. We are
having a very dry and warm winter in what was supposed to be an ElNino year.
bummer!

Anyhow - last spring I planted a couple Canna Tropicanna plants and as
expected, they did wonderfully. I did some pruning in the winter knocking
them back to about 3 feet.
However due to the warm weather they've already grown full again and many
shoots have spent their flowers.

Would it be OK to do a good pruining again?
If so, what is the proper method of pruning the Canna Tropicana.
Where do the new flowering shoot come from? Existing pruned shoots or new
shoots from the ground.
It seems the shoots I pruned in Nov and just dead at the top. Should I cut
those back to the ground?

Last year I remember many deep purple leaves, so far all I have are green
leaves. What can I do to get those back?
