I think that there are different diseases being confused here.

Sudden Oak Death is Phytophthora ramorum ( infecting tan oaks and black oaks in
coastal Calif.)
Oak Root Fungus is Armillaria mellea
Oak Wilt is Ceratocystis fagacearum (mainly in the Middle west)
