Sounds like young Salvia guaranitica, or Salvia patens, grown as an annual
in the Pacific Northwest, as a perennial in the southwest.

Btw, Salvia guaranitica 'Black and Blue' (the photo subject) is reliably
perennial in the PNW with very good drainage.
