any one know what makes small holes in lawn leaving little oval balls of
soil that look like animal droppings (like big rat droppings size)?

Bunnings might have a gadget that will make the holes you want.

Could be a cochilid moth larvae. Holes about 1"(unless yourcat starts
playing with them. The mound can up to 4" high.

Just a hole or disturbance with a little pile of small soft round balls
of mud

Well, we have an old prune tree and the prunes produce such holes in the
lawn.
