Default What is 'base fertiliser'?

Meaning why is it called base fertiliser? When is it used?

My guess would be a fertiliser that only contains your base Nitrogen
Phosphorous and Potassium, with no or very little trace elements.
Generally you use this for specific things for the plant, ie good flowers in
an upcoming season, you want highest in POtassium. For lawns nil potassium,
higher nitrogen and Phosphorous.
