Establishing a lawn

I live on the far South Coast of NSW on a steep block and want to
establish a small lawn on a site I have built up by up to 800mm to
level it. I have filled the base with reject cement blocks and plan to
buy some topsoil. Some questions:
1. Is a soil depth of 300 mm enough to retain moisture, given the
excellent drainage?
2. Is there anything I can add to the soil to help improved moisture
retention?
3. As I want a low mow, slow grow, low water lawn, I wonder if there
are native grasses which may be suitable?
TIA
David

I knew I shouldn't have thrown away my Australian Plants Society magazines --
they were just talking about one. Drat! Maybe the local APS group would be
able to help you.
