This appears to be a japanese bamboo.

Very, very interesting species indeed.

Not knowing much if anything I dare to suggest

Phyllostachys nigra 'Henon' (Giant Gray Henon) ????

which is common in Japan as per

It's not the giant timber bamboo is it?
Interesting growth on it as well,.......... some sort of fungus?
