The list of restricted invasive species hasn't yet been published by the state. Why are you so sure bamboo will be on it?

It's not actually on the "preliminary lists" at the NYS DEC website (and
final lists don't have to be done until January), but evidently in
Lawn-Guy-Land Phyllostachys are a moderate "invasive species" and they
are busy atoning for chestnut blight, et al, in the NYS legislature.

Further north in NY and surrounding states, good luck getting a cane you
can use for a tomato stake to grow.
