Default Weed Control & Pre-Emergents

Will weed control products, such as Ortho's Weed-B-Gone kill bamboo? Also
will pre-emergent pesticides, like those found in weed-n-feed type
fertilizers kill or keep shoots from coming up in the spring?

Only if you get it on the bamboo itself.

Also

Should have no effect. Pre-emergents are designed to prevent
germination, bamboo isn't germinating from seed when it shoots.
