They are on a quince that I've had for several years which will need to be
repotted next year.


If they're "incidental roots" (not THE roots feeding the
tree), I cut them off any time they start to bother me.


On the other hand if they are the result of the plant being planted
too high or having soil washed away, and if they are too close to the trunk to
remove, you can plant the tree deeper, develop new roots close to the trunk and
then raise the tree and cut the coiled roots.
