I was wondering if perhaps this is a water quality issue (high calcium
content?)
More likely soil. The high calcium may contribute to a "crust" that needs
to be broken down but your soil is probably too heavy and once it is dry it is
difficult to wet. A clay soil will do this but also some types of soil that
we in the US call "muck."
I think you should try to find a different soil mix. I am not sure what
others in AU use?
