[IBC] spots on boxwood (was leaf borer on kingsville boxwood)

I think it may be this. The leaves DONT have blisters and arent cupping.
They almost look like soemthing has been dusted on the older leaves. So I
think that rules out leaf miner. The leaves look healthy, they just have
really really little white dots. what could it be?
