Default Pruning Bald Cypress seedlings

I have 4 Bald Cypress trees that are 1 year old. They are still dormant but
don't think for long.
1 is 21" high and 3 are 9" high and all have 3/16 " trunk and look like
sticks.

My question is: should I cut these seedlings back? I would like to keep them
small and get
a nice taper on the trunk.

If I should cut them, would I just look for a place just above where a
branch was at last year and cut ?
I have never had a Bald Cypress but I found these seeds and with Gods
help....walah.
