Which Andy?

Hydrogen peroxide is a general sterilant; if you add it to soil, it will
oxidize everything. If you want a healthy soil biota, this isn't the stuff
to use. Because it oxidizes everything, including soil, it is wasteful,
and in the past I have advised greenhouse growers to think carefully about
the circumstances for using it (table-tops, yes, soil, no). It is also
more hazardous than its salespersons let on, so use gloves when handling
it.

I haven't heard anything about it promoting rooting, however. I'll ask
around.
