I was talking to my mom (who lives in Chicago) for Mother's Day and was
trying to explain to her what a Portulacaria was (Baby Jade/Elephant Plant).
I got the idea that perhaps I could just ship her a few cuttings, she's very
adept at growing stuff. She's got gro-lights for use in the winter, and the
plants could be outside in the summer. Not really sure how they'd take to
the idea, but seeing as how how easy to obtain the cuttings are right now
for me, not a huge loss. Anyway, my point is, what's the best way to ship
bonsai? I've got a couple options, I could wait till I can obtain some more
fresh cuttings and just ship her those and let her plant them, or I could
take a cutting I have with roots out of a pot and send it, or I could just
send the cutting pot and all. I work at Staples and have a UPS outlet there
so I'd use UPS to ship. Any suggestions or thoughts?

Wrap the cuttings or the bare-root plant in several layers of wet
paper towel, tie tightly with rubber band, put in sealable
baggie, put in brown envelope or box, tape seal tightly, and ship.

IF YOU MAIL IT SOON IT SHOULD BE OK. i WOULD JUST PUT THE CUTTINGS OR A BARE ROOT PLANT IN A PLASTIC BAG CLOSED WITH A TWIST TIE, TRAPPING AIR INSIDE. IT'S A SUCCULENT SO I WOULDN'T BOTHER ADDING WATER. IT WOULDN'T TAKE THAT LONG FOR HER TO RECEIVE IT.

For most plants I'd agree with Jim (and I have posted hundreds) but
Portulacaria is a succulent and may well rot if kept sealed among damp paper
towel for days in the post. This is a plant that will survive for weeks
without watering. I'd bare root it and post it in a cardboard box filled
with dry newspaper or polystyrene chips. When planted, it should be in dry
gritty/sandy compost and left dry for a week and then watered minimally for
a few weeks before normal (succulent) watering is recommenced.
