Default Citrus loose skin not loose?

What causes loose skin citrus to not be loose skin? This year both my
tangerine and tangelo, which are usually loose skinned and easy to peel,
are not easy to peel. Since it happened to both of them this year, I
figure there must be a definitive cause.
