Default what's the right way to fertilize potatoes in containers?

assuming that the container covers plants whose roots are in the ground,
should fertilizer/irrigation go to the root zone, or does the entire length
of the vine in the container need it?

Too much water will rot your seed potatoes. I would plant them and just
pour water on them when the soil is dry. Never fertilized potatoes.
