Default Tomatoes - to plastic or not to plastic?

Has anyone ever tried those mail-order plastics used to cover the
ground around tomato plants? These materials are used to keep weeds
down and reflect sunlight/heat. We recently tried a heavy duty
landscape material without seeing a difference. The materiel pulled
away from the tack downs and the weeds popped up any way. Any
suggestions? Is there a difference between the red and black
plastics?
