Algae and High ph w/CO2?

Hello....

I just tested the water from my co2 injected aquarium at 7pm, and the lights
have been on for 7 hours The results we
ph=7.5
kh=18
I then tested the ph from my tap water and it was at 7.0.....
Does this sound right?
Why would my ph be increased with co2 injection?
It's not like i'm using limestone for substrate. Has anyone else had problems
with Hagen test kits?
Other conditions of my tank:
29gal
DIY Co2 injected into intake of whisper 2 filter.
110W compact flo.
Sand with bottom layer of kitty litter.

Also
I've had this tank up for almost two years and I wonder if the kitty litter is
the culprit. When I initally used the kitty litter, I had let it stand
overnight in a bowl of water. I had tested the ph regularly and there was no
change, so I decided to give the K.L a try. My plants seemed to love it, and
i've had no algae problems.
Recently, i've had big algae problems? The algae dark, very soft and it covers
most of the plant leaves.I can easily comb and wipe the algae off with my
fingers (every other day chore).The algae also looks clumpy at the bottom of
the tank. Does anyone know of a link that shows algae pictures? Could it be B/G
Algae?

Thanks N8
