Shoot question,
 

I have a question about this blade grassy plant i have in my tank, it has
grown a shoot with a new little plant, would it be wise to leave or cut it
and let it float near the top of the water until it grow bigger

"Blade grassy plant" isn't much to go on. Echinodorus tenellus, maybe?

In general though, with plants that self-propagate by adventitious plants on
shoots, or peduncles, you want to leave the baby plant attached until it has
at least six leaves of it's own and some fairly well developed roots. If
you can, bend the shoot over and anchor the new plant root-side down against
the gravel or sand with a small rock or some-such. It will develop more
quickly and then you can just cut it free.

Oh. I didn't think of that: a Val or a Sagittarius or some-such. In any
event, leaving it attached for as long as possible is best. My Sags
sometimes get all smooshed up against the tank wall and I have to cut them
out when I want to clean the glass. If I take a clump that's not well
developed and replant it elsewhere it will often just vegetate and
eventually I'll end up composting it.

My guess is that you have a Vallisneria of some sort, and the "shoot" is a
runner. If so, just leave it be. The baby plant will eventually drop
down and
root itself.

One is indeed a val, or tape grass. My big val plant has a runner that I can
actually see going from the middle of the plant into the ground. this
unusual?
another question I have, I have a small cutting from a runner of a val, it
has been planted in my tank for a month or so and isn't going too much
taller, I pulled it up the other day and it has a runner growing, is it
best to leave it planted or bring it near the top and let it float? and
hence get more light. 29g 110w PC , CO2 not yet, but in the works,
sorry for my naivety, plant beginner

Just waiting on a few parts [bulkheads] to put together my DIY CO2 system,
so within the next few days i should have some co2 and beat out that algae
{red} i can see starting to grow.

No. That's perfectly normal.

I would just leave it. It takes Vals awhile to get established, then they
grow
like crazy. They like to be rooted.

And you have plenty of light for Vals, with 3.8 wpg. Vals don't need CO2
injection as much as other plants, but you should definitely add it as
soon as
possible. With that much light and no CO2 injection, you're asking for an
algae problem.

And I hope you have some fast-growing stem plants, in addition to the
Vals!
