Default Enough lighting?

I have a 20 gallon tank that currently has a 15watt powerglow light. Is
0.75 watts per gallon and addition of weekly fertilizer enough to
effectively grow plants?

I was told from my LFS that the powerglow light i had was enough light and I
should just add liquid fertilizer and possibly CO2. Is this inacurate
information?

Only if you choose your plants carefully. There are some low-light plants

that
will do well in your tank. Java fern, java moss, anubias. But most

aquarium
plants need two or three times the amount of light you have.
