Leaf growth only on top couple inches of stem (HELP?)
 
It seems that the two types of stem plants I've tried, cabomba and red
ludwiga, have growth issues.

Existing leaves drop off from about 3 inches from the top of the
surface and downward....and new leaf growth only occurs in this top 3
inch range as well.

Otherwise, these plants grow rapidly in length and need frequent
trimming.

Tank:
5 gall
CO2
13W CF light
Tropica Master Grow
pretty much all water stats are good.
Substrate is standard gravel. (for now).

The only thing I can fault right now with the water condition is that
my nitrates are Zilch (0).

I've been meaning to pickup some KNO3 at the hardware store and start
dosing but haven't gotten around to it yet.

Could this lack of nitrate specifically casue this type of growth?
Or, is not enough light reaching far enough into the water?
