Default Quick Lighting Question...

My 20 gallon aquarium can have up to 5x15 flourescent bulbs in its canopy.
I currently only use 3x15. In everyone's opinion, should I go up to 4x15 or
5x15? Why not? Well... Algae. The plants in this aquarium seem to be very
healthy, but I've always heard that 3-4 watts per gallon is preferable.
