Default Moss or Algae on Leaves

Recently, I've been seeing some sort of hairy moss or algae on select
leaves of my plants. It seems to target the leaves which are within a heavy
bunch of plants.
The aqaurium, although setup for 6 years, has had many changes in the
past couple months. I increased the lighting from 2WPG to 3WPG, started
using SeaChem Flourish liquid fertilizer, and changed filters (now TetraTec
PF150).
Here are my water parameters: PH - 6.8, Ammonia - 0, Nitrite - 0,
Nitrate - 10ppm, GH - 8ppm, KH - 6ppm, CO2 - 29ppm, Temp - 78F, This is a
20 Gallon aquarium with 4x15watts of lighting. I do a 20% water change
weekly.
