Will Elodea Canadensis outcompete cattails in a shallow (~4 feet) pond?

Elodea is one of the fastest growing plants, but it is a floater for the
most part. Cattails can be invasive in the pond, but need a substantial
substrate. I din't really see any competitive edge for either, given their
differing growth habits.
