Default compact/power compact

Are compact fluorescent the same as power compact? I see different
terminology for what I think is the same, and I'm just looking for
clarification.

Most likely, yes. The real distinction is between compact flourescents
designed for aquarium use and those designed for replacing light bulbs
in table lamps. The latter put out a lot of light per watt, but their
frequency spectrum is not designed to stimulate plant growth as the
former are.
