Default Power filter intake tube depth

What are the rules governing the depth of power filter intake tubes
for planted aquariums ??

Put it too close to the gravel and it sucks your plants / fish in.

Put it too high and you get poor circulation and poor cleaning.

Opinions ??

It's an Emperor 280 filter in a 37 gallon cube.

Put too low and it definitly sucks up a lot more cack out the tank which
clogs the filter - and also drains the tank along way down of you have a
leak somewhere. Put too high and, as you say it may not fully circulate the
water - also a pain in the neck when you do water changes. Half to 2/3rds of
the way down seems to be a happy medium.
