26W compact fluorescent over a 10g?

Hey folks,

I'm planning on retrofitting my old goldfish tank with an AH Supply
2x13W CF kit. Will this be enough to grow light-hungry plants such as
glossostigma or will I have to spring for a 1x36W or even a 2x36W kit?

I thought glosso req'd nearly 4wpg, so if that was true, I'd say no...
