Default Unknown plant

I have a plant in my garden that has caused a neighbours child to have an allergic reaction in the form of a rash with small watery blisters on face and hands. I have attached a pic of this plant with this thread. Could anybody throw any light on whether or not this is a plant that is dangerous and coming into contact with would need medical attention. Thanks.

I have found it now - it is euphorbia lathyris - the caper spurge or moleplant

My neighbour's daughter has recovered from the nasty burns/blisters on her face now (afetr 2 or 3 days) but if you find these plants - keep children away from them. The plant does flower in the second year apparently.
