It looks like one but the leaves are different.

It was just outside one of the community gardens and today it had
fallen over. It is not a live plant but a pretty good fake.

Definitely not a bulbous plant then! You had me worried there!

I was fooled too. Someone either from the garden or passer by had
stuck it in the ground. I saw it yesterday on way to the gym and today
going the same way, and saw what it was.
