Reviving dead groundcover

What's the best way of doing this? Phosphorous for the roots? Or go for
the jugular of Nitrogen. Autosprinkler is watering it but nothing
happening. Or is it (probably) a fix specific to this situation.

There is no CPR for a dead groundcover.
